Florida's Growth Management Learning Curve

INTRODUCTION

Florida's 1985 growth management law was groundbreaking. New Jersey, Maine, Vermont, Rhode Island, Georgia, Washington, and Maryland borrowed concepts and even legal language from Florida's law. Yet, after a few years' experience, it became apparent that growth management in Florida was not working as intended, and the law has been fundamentally restructured since then.
